Social security in Finland is administered by Kela, which deals with the payment of Finnish state benefits based on social security contributions paid by the employer and employee. Kela consists of seven units:

Kela provides guidance on international matters and liaises with the social security authorities in the EU, the Nordic and other countries. International co-operation guidance link here.
Contact details for Kela offices are online and in local telephone directories, but personal visits are discouraged as online contact is preferred.
As in most countries, the employer liability to social security contributions follows the liability of the employee.
Employer obligation to pay social security
The employer must pay social security contributions for a worker covered by the Finnish social insurance system based on age ranges. The payrolled earnings (as paid) are generally used for calculating social security contributions
