EU citizens
EU citizens and those treated as such can work in Luxembourg without a work permit, due to the country's EEA membership.
Guidance is available on working in Luxembourg for EU citizens (and those treated as such) for less then 90 days. For stays of more than 90 days additional registration for a residence permit and a declaration of arrival is required. These are discussed at 5.2.
Third country citizens
Other individuals, including those from a third country need a residence permit and work visa specific to their skills or the work to be undertaken.
Employment is subject to a labour market test operated by the National Employment Agency (Agence pour le développement de l'emploi or ADEM). The employer must declare a vacant position.
An exception to the labour market test applies to third country nationals who are on a list of shortage skills, which can be downloaded from a link on the ADEM webpage, but the job must still be advertised in Luxembourg.
