9.4 Work visas

Mexico

The Mexican government has a policy of limiting the hire of foreign nationals (see 9.2).

Employers who are legally established in Mexico must apply to their local INM office if they wish to offer a job to a foreign national. Foreign employers must set up a legal establishment in Mexico before sending employees to work in Mexico (see 5.3). That establishment will be subject to the same requirement to seek approval for a foreign hire.
