Currently, there is no limit on the number, as well as ratio, of expatriate employees working for business entities established in accordance with the laws of Vietnam.
Foreign employees working in Vietnam must apply for work permit with the Department of Labour, War Invalids and Social Affairs ('DOLISA'). See 9.2 for Ho Chi Minh City foreign worker management.
Only a few exceptions, amongst others, are granted as follows:

•ÌýÌýÌýÌý foreign employees entering into Vietnam to work for less than three months, or to resolve an emergency situations such as a breakdown or a technically or technologically complex situations which arise and which affect, or has the risk of affecting to production or business management which Vietnamese and foreign experts currently existing in Vietnam are unable to resolve

•ÌýÌýÌýÌý a foreigner who is the owner or capital contributor of a limited liability company with a capital contribution value of at least VND 3 billion

•ÌýÌýÌýÌý a foreigner who is the Chairperson or a member of the Board of Directors of
