The Independent Police Complaints Commission (IPCC) was established by the Police Reform Act 2002 to deal with complaints and allegations of misconduct against the police in England and Wales. Its remit includes HMRC, and it has powers to investigate the most serious complaints and allegations of misconduct made against HMRC staff in England and Wales. It also has a guardianship role over the HMRC complaints system. HMRC are therefore subject to the same standards of independent, external scrutiny established for the police and other law
