B3.324GB Freeport and investment zone tax sites—first year qualifying expenditure

Business tax

Tax reliefs in respect of enhanced plant and machinery capital allowances, higher rates of structures and buildings allowance (see B3.271), employer's NIC relief (see E8.2104) and SDLT relief are available in designated freeport sites. These tax reliefs are extended to sites in or connected with investment zones. Freeport and investment zone tax sites are described as 'special tax sites'1.

Freeports

Eight freeports in England began operations in late 2021. These are East Midlands Airport, Felixstowe and Harwich, Humber, Liverpool City Region, Plymouth and South Devon, Solent, Teesside, and Thames2.

HMRC guidance on Freeports can be found at 'Check if you can claim the enhanced capital allowance relief in Freeport tax sites'.

Freeports have also been introduced in Scotland and are called 'Green Freeports'; details can be found at 'Green freeports'. In Wales they are known as Celtic Freeports; details can be found at 'Freeport Programme in Wales'.

Investment zones

Investment zones will be chosen following an expression of interest process and after local consent is confirmed.
