Home Energy Conservation Act 1995

The Home Energy Conservation Act 1995 (HECA 1995) requires that ‘energy conservation authorities’ (local authorities in England, Wales and Scotland and the Housing Executive in Northern Ireland) produce ‘local energy conservation reports’ related to improving the energy efficiency of residential accommodation.

The Home Energy Conservation Act 1995 was repealed in Scotland and Wales in 2011 but still applies to local authorities in England and the Housing Executive in Northern Ireland.

Carbon budgets

The former Department of Energy & climate change (decc) published the Carbon Plan in December 2011 under the Climate Change Act 2008, which set out the government's plans for decarbonisation across all sectors.
