This Practice Note contains practical guidance on the Online Safety Act 2023 (OSA 2023), which sets out the UK’s regulatory framework for Ofcom’s regulation of internet content. For a quick guide to OSA 2023, see Practice Note: The Online Safety Act 2023—a quick guide.

OSA 2023 sets out a regulatory framework for the proposals outlined in: the Department for Digital, Culture, Media and Sport’s (DCMS) Online Harms white paper; the February 2020 initial response; and the December 2020 full response to the consultation on the same.

In the EU, Regulation (EU) 2022/2065, the EU Digital Services Act (EU DSA) sets out a regulatory framework for content liability in the EU.
