The Council of the EU and the European Parliament have reached a provisional agreement on revising Regulation (EC) No 648/2004 (the regulation governing detergents and surfactants). Announced by Polish Minister for Health Izabela Leszczyna, the updated rules aim to enhance health and environmental protection while facilitating market access for innovative products. The agreement empowers the European Commission to strengthen biodegradability requirements, particularly for water-soluble films used in detergent capsules, and to assess the need for criteria covering other organic substances present in significant concentrations. It also requests the Commission to analyse the feasibility and potential impact of reducing phosphorus levels in detergents, while reaffirming the existing ban on animal testing, allowing derogations only under strict and exceptional conditions.
